Yes, but for in-house scientific applications and probably for other purposes I don't know about, there are places where fast display of large svg files would be hugely valuable. In some such cases, there is no good way to divide up the displayed object into pieces. I would bet that the fast display of large objects (within limits) is possible, but the market is small enough that there is no incentive to develop the capability. So be it.
