yes, looking at Batik is definitely an option. I use it successfully for some projects.
There is also a project called UBER converter that converts many vector formats by going through an intermediate format: http://scratchcomputing.com/projects/vectorsection/ don't know how good it is. Never tried it. Maybe you could report if you try it. Additionally, almost any XSL-FO Processor can convert SVG to PDF, but most of them are commercial. The Apache one (FOP) builds on Batik.
