The implementation is consistent with the specification. To do what you  
want, for most sizes of window you could have something like width/height  
about 5000, and x/y set at -1500 (pick your numbers - there is always some  
extreme value at which it falls apart).

This is why SVG 1.2 has proposed to introduce viewport fill.
