You might want to ask Michel Hirtzler, who did a SVG based drawing tool (http:// pilat.free.fr/dessin_loc/draw.svg).
Currently it only works in ASV, since Michel used some proprietary Adobe extensions (e.g. context menu), but it would be probably easy for him to fix. I believe that Doug Schepers also did a drawing tool, but I can't find it currently. I also did an editing tool for geographic data some time ago: http://www.carto.net/ papers/svg/digi/index.svg - currently it works in Batik and ASV, but would need some adaptations for data loading in Opera9 and Firefox. It would be probably only a few lines to fix.
