have a look at carto.net (http://www.carto.net/papers/svg/tuerlersee/ , currently ASV3 or ASV6 only). There, a measuring tool is implemented. I do not know an automatic scale bar, but you can implement a simple rectangle and scale the width according to your viewbox.
