I'm not sure if this is the problem or not (I didn't try your HTML) -- but the file circle.svg works for me in Opera and IE/ASV if and only if I remove the
<?xml version="1.0" standalone="no"?> line from the beginning. I didn't understand it so got rid of it and Opera 9 was happy.
