IE has a vector drawing languages called VML, which is what Google Maps
uses in IE AFAIK:

You might also like to look into Dojo2D, which JonF mentioned here a few
weeks ago.  As I understand it, it's an abstraction that allows you to
do cross-browser vector graphics stuff:

I'm not sure of its status.
