It (sans the <?xml> and <!DOCTYPE> tags) works fine for me from localhost in IE7(with ASV3.03), Opera and Firefox. If it is working from your local machine for you but not from a server, then I suspect it may be related to some other troubles people are seeing with IE7 (see the threads "target in IE 7" and "view source in IE 7" in this forum within the past month). At least the problem sounds similar to me. If it's not working even locally for you, then try erasing your <?xml> and <!doctype> tags.
