Hi Richard, 
  I am moving now to FireFox and managed to develop a Pan and Zoom
for it. It does not work with Adobe. As far as I now, Opera does not 
support yet scripting, and therefore won't work neither. Look on 
http://alzt.tau.ac.il/~dagan/tools/
and read the part entitled Zoom and Pan for explanations.
The pan and zoom file is at
http://alzt.tau.ac.il/~dagan/tools/panZoom.svg
Don't forget to open it with FireFox.
