More or less. Mozilla still lacks declarative animation (which is the big thing for me) and Firefox 3 (September version) passes less than 60% of the SVG Test Suite - but this is real progress. Opera 9.5 (currently available in Beta) has pretty much the best SVG support available now by that measure, passing 93.4% of tests in its earlier alpha release, compared to 92.5% for Batik 1.7 - both well ahead of Adobe's viewers that are in the low to mid 80% range (83% for the release version 3, 86.1% for the experimental version 6). All this testing was done and published by Jeff Schiller (as he says, he had too much time on his hands): http://www.codedread.com/svg-support.php I don't think we gave him anything for it (although I did let him know when we first enabled SVG as the content of an img, or in CSS backgrounds, some time before the alpha came out).
