This is basic programming. develop your interface for resizing, and use it  
to vary the size attributes. You could also use event-based animation to  
change the size dynamically, although you can't repeatedly do that easily  
since there is a "snapback" effect.

If you need to know other nodes you probably need to keep them yourself.  
Various Ajax toolkits provide drag and drop code of varying quality. There  
is also a W3C specification - clipboard-apis - that deals with this,  
although it is currently waiting for editors with more time to work on it.
