Well, I recall a tightly related presentation during the SVG Open 2008 [1] where complex map files were downloaded as navigation required (using a tile approach). Unfortunately, I don't recall exactly which paper was it related to, but I'm sure you'll find it within the proceedings [2]. ;-)
