I don't think there's much value in doing so. Flash requires a plugin. SVG is supported natively by most browsers. Raster graphic formats don't support interactivity or links, and are often larger in file size than SVG.
To provide fallback content in PNG or JPEG format Batik probably provides the best results. The Batik rasterizer can be used from command line. Another option is ImageMagick, for which there are a lot of program interfaces, including interfaces for PHP, and for .NET. The well developed integration with commonly used programming languages probably makes ImageMagick the best choice for this task. Maybe you'd also like to look for SVG to VML converters. SVG plus fallback content in VML format would render in all major browsers, without the need to use raster graphics.
