This is on my toDo list, somewhere.
Technique so far would be something like:
Author svg using layers as animation frames.
Using a (Ruby) script, use xml (Nokogiri) to select the relevant <G>'s.
Make all invisible.
In sequence, make each visible.
Output svg to tempFile.
Use Inkscape to convert to graphics file.
(system("inkscape file.... options')
Use graphics combiner to generate gif.

Must be a better way.
