Hello David,

this is the case i felt in another way : i use embed tag(s) guessing my svg fit 
the size declared (in pixel unit) in the embed tag. But only IE 5.5-8+ASV, IE9, 
FF and opera 9 and 11 respect this behavior. I saw webkit on a mobile (wave II) 
respect it too, so why Chrome and Safari add scroll bars around my svg and 
display it at full size (they use Webkit engine) ... Opera added scroll bars 
for a brief period (regression introduced by historical reason someone said) 
around version 10 (if i recall well). 

IMHO, seeing that and your post, i wondering if recommendations or 
specifications exist regarding that case and if they are precise enought to 
rule the behavior of tags nesting svg or, like you, if it is true bug? 

IMHO again and if i understand your case,  i found that a svg should not rule 
the behavior of tag nesting this svg. The html tag only define an available 
area and after the nested svg have to use this area to display its viewport, 
regarding preserveAspectRatio.
