I can't see the problem on my machine, but my guess is that it is due to garbage collection pauses. This might be fixed by the Snappy project.[1] There are also performance improvements for SVG animation that could be done. Anyone who wants to contribute to implementing some of the ideas in [2] would be very welcome!
