Restabilished set as wallpaper functionality.
* src/eog-window.c (eog_window_cmd_wallpaper), src/eog-util.[ch]
(eog_util_launch_desktop_file): use currently selected image to define
the wallpaper when respective action is activated.
* src/eog-config-keys.h: added EOG_CONF_DESKTOP_WALLPAPER entry.
