Started work to add a GossipHeartbeat.

- Added initial boilerplate code for GossipHeartbeat.
The idea with GossipHearbeat is that it will be used for having one timeout
controlling several parts of the application. The current use case is the
flashing of icons in GossipPresenceChooser, GossipStatusIcon and the
GossipContactList.
