* admin/gimp-web-urls: removed obsolete links to old ChangeLogs,
added links to ChangeLog on developer.gimp.org.
* develop/index.htrw: added link to latest GIMP commits on d.g.o,
removed other links that were already commented out. Fixes bug
#119485.
