(solenv/bin/modules/installer/windows/file.pm): Chomp also CR from
the end of fileversion's output. (The stray CR didn't propagate
into the generated MSI database but showed up in the intermediate
.idt file.)
(solenv/bin/modules/installer/windows/msiglobal.pm): Parse also
8.3 names that don't contain any tilde correctly from the
File.idt. The current upstream Perl code generates such ones too.
Correspondingly, don't error out for duplicate 8.3 names that lack
tildes.
