Add MSI blacklisting support.
Disable MSI for nVidia MCP51 controller. Enabling MSI there leads to
unexpected errors and timeouts, that should not happen even if interrupts
are not working completely.
Is it time to have a central blacklist repository w/ driver/subsystem
markings? (instead of having each driver have a private repo). Or
maybe some common code that can be reused?
