Log: remove caution notes from WITHOUT_BINUTILS* descriptions WITHOUT_BINUTILS and WITHOUT_BINUTILS_BOOTSTRAP previously included claims about being unable to build if set. Those cautions are no longer universally true, and most FreeBSD targets can function more or less without enabling GNU Binutils. Just remove the cautions.
