tag /etc/rmt symlink with pkgbase package
For historical reasons the "remote magtape protocol module" rmt gets
invoked as /etc/rmt, which is a symlink to /usr/sbin/rmt. Put it in the
utilities package, as /usr/sbin/rmt is.
