Because I discussed this specific warning/compiler flag with others at EuroBSDCon and most people seemed interested. By having it in our compiler binary, it lowers the barrier for people to try it on their code. Also, I am considering adding this to WARNS=6 (or maybe a WARNS=7?) by the time we make Clang the default on amd64/i386.
