Err, why can't you use 'make DEBUG_FLAGS=-DDEBUG' or
'make DEBUG_FLAGS="-g -DDEBUG"'?

If you are just doing 'make DEBUG=-DDEBUG' with this change, then I agree
with Ulrich, DEBUG_FLAGS is already suitable for this purpose.
