Add to using _prebuild_libs in (top-level) Makefile.inc1.

Any chance that you can test your changes before committing?
I don't have a -CURRENT box; and -CURRENT is giving different results.
You should check inthe cluster...I think there are a set of machines
there for just this reason..
not everyone has every machine type.. but you should be able to test
on -current so take a look...
