Hello,
Merge operation relies heavily on a working copy, it would be not easy
to do merge on a repository-only and still you'll need some sort of
the local storage.
In SVNKit high-level API you may use the following method to perform
reintegrate merge:
SVNClientManager.newInstance().getDiffClient().
doMergeReIntegrate(branchURL, pegRevision, trunkWC, false)
