There are ways in case you have access to server (apache passwd) or
repository (repos/conf) configuration files.

Depending on the protocol you may need to add user either into
repository (svn) or into apache (http) configuration files. Plus, keep
in mind that there could be SSH layer, that requires its own
authentication and that Apache may support numerous kinds of
authentication and ways to define user (e.g. LDAP).
