If you are asking about http://editor.swagger.io/# just start opening files 
with OAS 3.0 content and you will get the editor fired up with the new spec 
- just tried with a local file that was using openapi.

also verified the saved file was in the same format

it started like
{
  "openapi": "3.0.0",
  "info": {
    "title": "REST API for Oracle API Catalog Cloud Service",
...
