ttoaddr, tnatoaddr, ttosubnet can discover the address family based on the
string
If the af parameter is 0, each routine will accept either v4 or v6.
This feature existed and was used, but was not documented.
- added documentation to ipsec_ttoaddr(3)
- replaced 0 with AF_UNSPEC to make this more evident.
- modest tidying
- virtual-private now uses this feature if %v4: and %v6: are missing
