Fix exponential backoff in message retransmission.
- retransmit_v1_msg still shifted by a constant as a backoff calculation!
- added a cap on the exponential backoff in
retransmit_v1_msg and retransmit_v2_msg
- carefully avoid overflow and underflow in backoff calculation
