pluto: remove kernel_alg_esp_ok_final() which is incomplete and v1 only
It tried to reject certain key sizes and mark certain algos as "insecure"
but does a poor job of it. Recent changes caused it also to false
positive for block ciphers with a fixed key size (eg 3DES) when it
badly detects it as 0 bit key size.
