Fix interop with Strongswan:
- add "IKEv2_PRF_AES128_CMAC" to ikev2_trans_type_prf_name
- packet.c: change ft_enum_enum to ft_loose_enum_enum and change
the semantics to allow unknown second-level names.
This will allow unknow transforms to be handled (ignored)
