IKEv1: Enforce strict mode for AH as well.
This also cleans up a log message and instead of ignoring encapsulation
mismatch in auth and enc and assuming tunnel, we reject the bad proposal

IKEv2: don't enter ikev2_match_transform_list_child() if we have no p2alg
We will then return NO_PROPOSAL_CHOSEN. The caller can than decide
to include the NOTIFY instead of the TSi/TSr payloads.
