XAUTH: retransmit user/password request faster (10s instead of 30s)
Sometimes an out-of-order delivery causes the xauth request to appear
to the client before the last quick mode message was received by that
client. Our default retransmit was 30 seconds. The iphone closes its
connection after 29 seconds, so it would never see the retransmit.
This specific retransmis is now reduced from 3x to 1x the time defined
in EVENT_RETRANSMIT_DELAY_0
