testing: neuter auto-generation of certs change
Use keys/mainca.key as flag that things are wrong
(old systems may not have nss-pw file).
Print a warning and not an error when trying to configure for x509
and it looks like certificates were not generated.
(reinstate broken old_dist_certs.sh file)
