building: make mk/dirs.mk easier to use and usable from src tree
It determines top_srcdir et.al. using the path to dirs.mk so no
variables need to be pre-defined.
Provides values for variables like $(SRCDIR) so that any assignments
in Makefiles can be eliminated.
