libipsecconf: change order in keyword_numeric_config_field
The KBF_NFLOG_ALL/KBF_NFLOG_CONN options caused KBF_PERPEERLOG
to get set? I do not understand how or why.
Moving the two new entries to the bottom of the list worked around this.
This needs investigation.

pluto: set perpeerlogdir if unset while perpeerlog is enabled
- set perpeerlogdir to /var/run/pluto if unset and perpeerlog is set
- print the perpeerlogdir in ipsec status when set
- don't copy perpeerlogdir if perpeerlog is not set
