building: add mk/targets.mk; defines basic make targets and dependencies
Includes new targets: manpages install-manpages list-manpages
install-programs
list-programs clean-programs clean-manpages; however new targets don't do
very much.
Include targets.mk in subdirs.mk, program.mk, library.mk and any other
stray Makefiles so that all sub-directories support new targets.
Include mk/dirs.mk and mk/subdirs.mk in top-level Makefile so that
it to supports new targets. Hack around breakage.
