building: replace "make programs" with "make base"
"make programs" is reduced to an undocumented alias for "make all"
Switch the kvm scripts swan-build and swan-install to using "base"
and "install-base".
Since "make base" and most other targets now descend $(srcdir),
change sub-directory targets that switch to $(builddir) so that
they do the switch explicitly and un-conditionally.
