testing: changed newoe-12-clear to use private-or-clear on east
This better matches what we look for in the test. The test case
now also does not use symmetrical policies/ but proper ones based
on a base policies/* dir and specific entries added in the init.sh
(I did not change the use of the global ikev2-oe.conf but I do think
it is better to have per-test ikev2-oe.conf files)
