pluto: allow racoon's over-sized padding
The RFC says we must accept any padding size,
just so long as it is correctly aligned.
(racoon sends random extra block-aligned padding)
The check that the padding was .le. the block size
(added as part of f2de5ef7555a00fccb7596390155aa5d23e5036f)
was a little too strict.
