pluto: accept delete payload with wrong side's SPI (CISCO bug) [Paul+Hugh]
The delete payload designates an ESP or AH SA by the sender's SPI for that
SA.
Certain CISCO implementations send the receiver's SPI instead.
This change accepts this buggy message, under protest.
