pluto: sprinkle const on struct spd_route and related tidying
To make the data-flow clearer:
- sprinkle const, starting with struct spd_route
- combine declaration of autos with initialization
- minimize scope of autos
- delete unused sysdep functions (do_command_*)
- remove redundant const from struct_desc objects
