pluto: fixup replay_window (don't set for ipcomp, support value 0)
note that setting a replay-window > 32 using NETKEY seems to result in
a value of 32. documentation suggests 64 should be supported. A test
with strongswan showed it too seems to get capped at 32, so this is
seemingly a kernel issue.
