libswan: Fix unbound dnsctx handling (with Hugh)
This fixes the use of a pointer, and avoids an unbound memory leak
reported by valgrind.

XFRM: Traffic Flow Confidentiality support using new keyword tfc=XXX
This tells the kernel to pad ESP packets to the specified size. A
size larger than the MTU appears to cause the kernel to pad to
slightly under the MTU.
This only applies to outgoing ESP packets in Tunnel Mode
