building: suppress "/bin/bash: /packaging/utils/lswan_detect.sh: No such
file or directory" error
When building the klips module, $(INITSYSTEM) refers to $(top_srcdir) but
that isn't defined. Real problem is that the kernel module build is pulling
in libreswan make fragments.
