pluto: use received exchange mode when sending v2N_INVALID_IKE_SPI
This should really be fixed in a better way, where we pass the exchange
type via send_v2_notification_from_md() to send_v2_notification()
This also changes the notify for an unknown IKE SPI from
v2N_INVALID_MESSAGE_ID
to v2N_INVALID_IKE_SPI.
