pluto: add struct encrypt_desc .keylen_omitted, true for 3DES
In IKEv2, prefer this when deciding what, if any key, lengths should
be included in an encryption transform.
(Old code still uses crypto_req_keysize() and
kernel_alg_esp_enc_max_keylen()
which are just big magic switches)
