pluto: for ike=..., change need default check to *alg_id<=0
For ike=aes, aalg_id=-1. Change 8bd50399469ca74e264d4039ce7d2b8a2c666ae8
was only checking aalg_id==0.
For ike=sha1, ealg_id=-1 also; but the code seems to have never checked
for that.
The check modp_id==0 is probably ok (but is also updated).
